Dan Skowronski joined Saul Ewing in 2008 after having provided legal services to Constellation Energy and its affiliates in various in-house capacities between 1986 and 2008, as well as holding various executive leadership positions with the Constellation family of companies.

An accomplished attorney, Dan has broad experience in energy and utility matters. Since joining Saul Ewing, he has counseled a number of major energy companies in connection with the acquisition, sale and management of power generation facilities.

Dan has a deep knowledge of electric generation using a wide range of fuels and technologies, including nuclear, coal, natural gas, waste coal, biomass, waste-to-energy, geothermal, hydro, solar and wind. While at Constellation, he oversaw the company’s electric generation development and construction projects, asset management, operations and maintenance and financing, as well as the purchase and sale of energy projects. Such activities entailed a range of applications: development agreements, site control and site acquisition, siting approval and environmental permitting, local permitting (zoning, land-use and subdivision), design and construction contracts, fuel and fuel transportation contracts and power sales agreements. More recently, Dan has been involved in numerous solar applications, as well as biogas and Marcellus Shale initiatives.

Dan has broad experience in entity formation, including articles of incorporation and bylaws, LLC operating agreements and partnership agreements as well as governance matters.

Additionally, he has supported corporate and project financings, including bank loans, bonds and sale/leasebacks, mergers and acquisitions, and compliance with numerous government regulations, such as FERC, EPA, SEC, the Army Corps of Engineers and state PUCs. He has supported a range of litigation matters and has been involved in settlement negotiations, as well as alternate dispute resolution proceedings. Dan also has supported the development and acquisition of international energy and utility projects in Latin America and Canada.

Prior to joining Constellation, Dan was a senior attorney for its subsidiary, Baltimore Gas and Electric.

In addition to his Maryland bar admission, he is admitted to practice before the U.S. Courts of Appeal for the Third, Fourth and District of Columbia Circuits.
