Deborah L. Shuff represents clients ranging from Fortune 100 companies to closely held businesses and municipalities in the areas of environmental litigation, environmental regulatory compliance, toxic tort litigation, energy project management and products liability.

She brings to her clients extensive litigation experience, having conducted trials in state and federal courts, argued before the New Jersey Appellate Division, mediated a case in the U.S. District Court for the Eastern District of Pennsylvania and favorably settled numerous cases.

Deb represents clients in environmental litigation in state and federal courts as well as in administrative forums in matters involving cost recovery and contribution under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the New Jersey Spill Compensation and Control Act (Spill Act) and other federal and state environmental laws and common law. She also has handled citizen suit claims, natural resource damage claims, toxic tort claims, challenges to agency actions, class actions, enforcement actions and penalty actions.

In addition to her environmental litigation work, Deb counsels clients on regulatory compliance issues in New Jersey. She is well versed in the Site Remediation Reform Act (SRRA), the Technical Requirements for Site Remediation, the Administrative Requirements for the Remediation of Contaminated Sites (ARRCS) and the Industrial Site Recovery Act (ISRA) Rules. She has been instrumental in assisting clients in retaining Licensed Site Remediation Professionals (LSRPs) and opting into the SRRA.

She assisted a client on plans to close a substantial municipal landfill and install a solar array on top. Deb operated under the New Jersey Public Contracts Law in preparing for and facilitating the public bidding process for the project and then evaluated the bids in accordance with the law. She also prepared the necessary Resolutions for the municipality.

Deb has specific experience representing major players in the pulp and paper industry and she has advised her clients on issues related to air, water and waste matters associated with both regulatory concerns and litigation.

Deb also has significant experience in the marketing and promotion of pharmaceutical products. She has provided FDA regulatory advice, defended pharmaceutical companies in complex civil litigation and analyzed various agreements to ascertain whether any of the agreements violate prohibitions against kickbacks.

Her pro bono work has included representing women for Battered Women of New Jersey as well as victims of 9/11 for Trial Lawyers Care, Inc. In addition to her state bar admissions, Deb is admitted to practice before the U.S. District Courts for the Eastern District of Pennsylvania and the District of New Jersey.
