John B. Reiss, Ph.D., is a partner in the Life Sciences and Health practices. With more than 30 years experience as a lawyer and a doctorate in economics, John offers his clients a useful perspective on implementing regulatory and reimbursement strategies that can help them derive optimal value for their products and services. Medical device makers and health care companies are among his clients.

On the Life Sciences side, John has a keen understanding of how the Food and Drug Administration approves and clears products. He helps medical device companies navigate these processes as well as obtain coverage and payment for their products. He is experienced in issues relating to clinical trials, labeling, and regulatory compliance and law. He helps clients integrate these activities with government and private payor coverage and reimbursement requirements. His reimbursement services include assessing existing and, if necessary, obtaining new codes for products.

In both his Life Sciences and Health practices, John helps companies establish and implement compliance plans as well as develop corporate partnerships and other business arrangements, including contracts and business development strategies. Over the years, John has assisted many different health care companies with their business and legal issues, including mergers and acquisitions, certificates of need, licensing, and regulations. He also has experience handling medical staff credentialing, disputes, and patient care problems and implementing provider networks and managed care arrangements.

Previously, John served as the Director of the Office of Health Regulation for the U.S. Department of Health and Human Services. From 1975 to 1979, he was Assistant Commissioner for the New Jersey State Department of Health, where he was responsible for development of the Diagnosis Related Group (DRG) prospective payment system for hospitals, and for regulation of health care facilities.

He also has experience in academia, having worked as an Associate Professor of Economics at The Richard Stockton College of New Jersey and as an Assistant Professor of Economics at Allegheny College. A frequent lecturer and author, John has spoken before many organizations at the national, state, and local levels regarding legal, governmental, and health care issues.

His extensive experience and knowledge in the health care industry involving the law, government regulation and education make him well-suited to serve as an expert witness. In a recent case, he testified on behalf of an insurance company plaintiff which obtained a $3.9 million verdict in an insurance fraud case.

John received his doctorate in economics from Washington University in St. Louis and his law degree from the Temple University James E. Beasley School of Law.
