Laura Gargiulo primarily focuses her practice on corporate and financial regulatory compliance of insurers. She has also litigated matters before administrative agencies, arbitration panels, state courts, and argued before state courts of appeal.

Previously, Laura was also Assistant Counsel in the Pennsylvania Department of Labor and Industry, where she represented the Bureau of Labor Law Compliance in enforcing state labor and employment laws. While there, she successfully litigated the Department's first Wage Payment and Collection Law jury trial to recover wages, obtaining a verdict in favor of the Commonwealth. Before going to work for the Commonwealth, Laura spent several years in private practice as a general litigator.

Laura is admitted to practice before the Supreme Court of Pennsylvania, the United States District Court for the Middle District of Pennsylvania and the United States Court of Appeals for the Third Circuit.

Experience

Past and current insurance experience includes:

  • Department Counsel in the Pennsylvania Insurance Department, Office of Chief Counsel, representing the Department and the Commissioner in administrative hearings, Commonwealth Court original and appellate jurisdiction actions
  • Provision of legal advice to the Office of Corporate and Financial Regulation on issues stemming from financially troubled insurers, NAIC accreditation, mutual-to-stock conversions, mergers and acquisitions of Pennsylvania-domiciled insurers, examinations and financial solvency
  • Litigation counsel on enforcement actions and appeals concerning automobile and homeowner's insurance coverage
  • Assisting an insurer in forms and policy filings with the Pennsylvania Insurance Department
  • Assisting insurers with corporate governance issues and compliance with state holding company laws
