For more than 30 years, Pamela Goodwin has devoted her practice to environmental permitting, counseling and litigation. She has represented a diverse group of clients, including those in the solid waste, energy, oil and gas and agricultural industries.
Pam assists clients in the acquisition, development and siting of landfills, power plants, solar and wind projects. Such recent projects have included:
- Currently involved in state and federal permitting issues on behalf of a major United States pipeline developer;
- Represented a major international power company in environmental due diligence and prospective permitting relating to 1) the acquisition and development of a waste-coal fired power plant; and 2) a resource recovery facility;
- Represented a major energy company and leading wind producer in environmental due diligence and prospective permitting relating to a wind farm project in Pennsylvania;
- Represented a hydroelectric company with substantial water related assets in its interstate water regulatory issues.
Her litigation case load ranges from two-party contract disputes to complex multiparty actions. She is skilled in the art of dispute resolution and prides herself in helping clients reach negotiated settlement of disputed claims.
She has provided counsel in connection with negotiation of a number of major solid waste disposal contracts, including contracts with Pennsylvania and New Jersey counties and cities. In 1984, Pam was Special Counsel to the Advisory Committee for Public Participation in Hazardous Waste Management in Pennsylvania, sponsored by the Pennsylvania Department of Environmental Protection. Currently, she serves by appointment of the Governor as Chair of the New Jersey Clean Water Council.
Pam has given frequent presentations to the Environmental Section of the New Jersey Bar Association, the Pennsylvania Environmental Council, The League of Women Voters, and Robert Morris Associates. In addition, she has participated in seminars sponsored by Pennsylvania Power & Light Company, the Pennsylvania Department of Environmental Protection, and Law and Business, Inc., lecturing on topics, including groundwater regulation, nuclear waste disposal, solid waste planning, hazardous waste facility citing, the Superfund Amendments and Reauthorization Act, Lender Liability, the Internet for Environmental Practitioners. In addition to her state bar admissions, Pam is admitted to practice before the United States Court of Appeals for the Third Circuit.
