Mr. Hayden focuses his practice on regulatory policy development, project development, compliance and permitting, legislative lobbying, budget matters and contracting support with state agencies.

Mr. Hayden is one of the three principals of State Street Advisors, LLC, an independent entity not affiliated with Saul Ewing. State Street Advisors provides non-legal consulting including government relations, lobbying services and business solutions to clients in a variety of industries.

Mr. Hayden served three terms as a Democratic member of the Pennsylvania House of Representatives, where he held seats on the Conservation, Judiciary and Insurance Committees. Among his significant legislative achievements, he was the primary House sponsor and negotiator of major environmental and insurance legislation.
