As the former Chairman of the Pennsylvania Public Utility Commission (PaPUC), Wendell Holland brings to Saul Ewing extensive knowledge of national and statewide utility regulation, particularly involving the electric, natural gas, water, telecommunications and transportation industries. Mr. Holland served two non-consecutive terms at the PUC, first, as Commissioner, from 1990 to 1993, and again, as Chairman, from 2004 through June 2008.

Under his PaPUC chairmanship, Mr. Holland oversaw the implementation of three significant pieces of Pennsylvania legislation, legislation that triggered comprehensive and substantial changes to renewable energy, telecommunications reform and consumer services. He also was at the helm when the PaPUC was named Regulatory Agency of the Year by the U.S. Energy Association. Moreover he initiated two international regulatory partnerships with energy agencies in Serbia and Zambia. During his most recent term with the PaPUC, he also served several regulatory organizations, including a term as President of the Mid-Atlantic Conference of Regulatory Utilities Commissioners and as the first President of the Organization of PJM States.

In 2007, Mr. Holland served as Treasurer of the National Association of Regulatory Utility Commissioners (NARUC). He also served on NARUC’s Executive Committee, its Board of Directors, and as Chairman of its Audit and Investment committees.

Mr. Holland has organized and participated in several international programs relating to regulatory reform and energy sustainability. He has represented clients and advised governments on utility matters in well over 25 countries.

Between his terms as PUC Chairman, Mr. Holland was Of Counsel at Obermayer Rebman from 1999 to 2003; Vice President of American Water Works Company from 1996 to 1999 and a Partner at LeBoeuf Lamb Greene and McRae from 1993 to 1995.
