Overview

Cynthia Giordano is special counsel in the Real Estate, Land Use and Eminent Domain practices, resident in the Washington, DC office. She brings to Saul Ewing more than 30 years of experience in land use, zoning and historic preservation in Washington, DC.

Cynthia has secured approvals for numerous projects, large and small, on behalf of developers, institutional and commercial users, universities, private schools, nonprofits, foreign missions and homeowners.

She assists clients in assembling and coordinating project teams which may consist of architects, civil engineers, and environmental, historic and/or transportation consultants. She leads the team through the various DC approval processes including the Zoning Commission, Board of Zoning Adjustment, Historic Preservation Review Board and Fine Arts Commission. Cynthia is adept at working with the City's Office of the Deputy Mayor for Planning and Economic Development, Office of Planning, the Zoning Administrator, and other key agencies, as well as affected ANCs and civic organizations to build consensus and support for development proposals.

Cynthia has developed a niche practice with respect to securing land use approvals for large scale affordable housing projects in the District of Columbia, including the Wheeler Creek, Capitol Gateway, Glencrest, and Sheridan Terrace Hope VI developments.

Cynthia also has significant experience in campus planning and university projects. She represents Howard University in its land use matters and has obtained approvals for new buildings on the George Washington and Georgetown University campuses.

Cynthia assists with real estate litigation matters, serving as an expert witness and consultant on land use and zoning issues.

Prior to joining Saul Ewing, Cynthia was counsel for Arnold & Porter LLP in its Washington, DC office.
