Overview

Dan Skowronski joined Saul Ewing in 2008 after having provided legal services to a national energy company and its affiliates in various in-house capacities between 1986 and 2008, as well as holding various executive leadership positions with that family of companies.

Dan has broad experience in energy and utility matters. Since joining Saul Ewing, he has counseled a number of major energy companies in connection with the development, acquisition, financing, sale, operation and management of power generation facilities involving traditional fuels as well as renewable applications.

A major part of his practice involves counseling building owners in various regions of the country on on-site distributed generation (solar, fuel cells and diesel generation), on gas and electric retail purchase agreements on electrical vehicle charging stations and on renewable energy certificate sales agreements. He has also provided counseling on community solar programs, including programs to supply commercial buildings.

On the energy provider side, he has counseled clients on installation contracts, matters relating to  retail electric provider status, the formulation of retail electric contracts, load response programs and ESCO applications. Further, Dan has provided legal support in connection with a major residential rooftop solar lease program that encompassed eight states.

 Dan has a deep knowledge of electric generation using a wide range of fuels and technologies, including nuclear, coal, natural gas, waste coal, biomass, biogas, waste-to-energy, geothermal, hydro, solar and wind. While in-house counsel, he oversaw the company's electric generation development and construction projects, asset management, operations and maintenance and financing, as well as the purchase and sale of energy projects. Such activities entailed a range of applications: development agreements, design and construction contracts, fuel and fuel transportation contracts, interconnection agreements and power sales agreements. 

Dan has broad experience in entity formation and governance matters, including articles of incorporation and bylaws, LLC operating agreements and partnership agreements.

Additionally, he has supported corporate and project financings, including bank loans, bonds and sale/leasebacks, mergers and acquisitions, and approvals from various government agencies, such as FERC and state PUCs. 

Dan has served as corporate secretary to a number of corporations and he has served on the board of directors of two New York Stock Exchange traded corporations. Dan had also been a member of the board of directors of the Electric Generation Association, one of the entities that merged to form the Electric Power Supply Association. 
Prior to becoming an attorney, Dan was an economist and supervised a utility group involved in load forecasting, conservation, demand side management and demand response programs.
