Randall S. Kulat has more than 40 years of experience in a variety of complex financial transactions ranging from tax-exempt finance to secured real estate and corporate lending. He serves as bond counsel, underwriter's counsel, borrower's counsel, issuer's counsel, disclosure counsel, bank counsel and bond purchaser's counsel in many areas of public finance, including general obligation bonds, Section 501(c)(3) revenue bonds, special service area financings, TIF transactions, alternate revenue and tax securitization bonds. He advises bond issuers such as counties, cities, towns, villages, school districts, community college districts and water districts, and has represented regional and national underwriters. He also assists municipal advisors in various regulatory compliance matters.

In addition to his public finance work, Randy also represents lenders and borrowers in a variety of loan transactions, including commercial, industrial and residential real estate development loans, asset-based loans and other corporate loans, as well as assisted lenders in the workout and restructuring of troubled loans and loan sales. His experience includes representing lead and mezzanine lenders in financings for industrial facilities, power generation plants, mixed-use public/private developments, hotels, charter schools, office buildings, shopping centers, condominium buildings and single family/townhome developments.
