Overview

Thomas Conley advises clients on a wide variety of business and transactional matters. Most of his clients are in the health care industry but he also represents licensed professionals in other industries, real estate businesses and start-up companies. Drawing on more than 40 years of experience, Thomas offers advice and counsel on an array of issues that professionals and businesses encounter, including:

In addition to discrete projects, Thomas often serves as general counsel for clients. Representative clients range from solo and small medical practices to large multi-specialty group practices, entire medical staffs, professional societies and their officers, surgical centers, physician-hospital joint ventures, out-patient diagnostic testing and treatment facilities, clinical laboratories, ancillary services providers and technology companies.

Thomas is well-respected by his peers and others as demonstrated by his admission, election or appointment to numerous bar associations and government positions, including the Illinois Association of Health Care Attorneys, Illinois State Bar Association's Legislation Committee and its Health Care Section Council, Chicago Bar Association's Health and Hospital Law Committee, and American Society of Medical Association Counsel's Continuing Education Committee. The Illinois Secretary of State appointed Thomas to his Business Advisory Committee, which is now organized as the nonprofit Institute of Illinois Business Laws. In addition, the U.S. Trustee for the Northern District of Illinois appointed Thomas to be a health care ombudsman. Formerly appointed executive director and outside general counsel for the Illinois Educational Facilities Authority, Thomas gained an appreciation for the challenges of financing major expansion projects; during his tenure, he oversaw the issuance of $4 billion in tax-exempt revenue bonds to finance construction and renovation of educational and cultural institutions throughout the State of Illinois.
