Pipeline Safety after the San Bruno Disaster and Explosions in Other States

Wendell F. Holland, a partner in the Energy, Environment and Utilities Department and former Chairman of the Pennsylvania Public Utility Commission, addressed the 36th Annual National Conference of Regulatory Attorneys held June 16 - 19, 2013 in San Francisco, California. “Building a Bridge to New Regulation” was the focus of the conference.

During his panel discussion on pipeline safety, Holland chronicled natural gas explosions in Pennsylvania and highlighted various ways of improving pipeline safety, including upgrades to the state’s infrastructure. The year 2011 was particularly challenging for the industry in Pennsylvania, where three natural gas explosions around the state resulted in fatalities, casualties and extensive property damage.
