Frederick D. Strober

Partner

Fred Strober is a seasoned real estate lawyer who navigates non-profit organizations in the health, education and economic development sectors through complex development projects. During his career of more than 35 years, clients ranging from hospitals and health care institutions to school districts, universities, and office building owners have relied on Fred for legal advice with regard to transactional and construction matters. His experience extends to work with private-public partnerships on projects that transform neighborhoods and revive industries, such as legal work over 15 years in support of the redevelopment of more than 100 acres of the Philadelphia Naval Shipyard for a shipbuilding facility which has created over 1,000 manufacturing jobs.

Fred is sensitive to how the business needs of these and other organizations intersect with their legal challenges based on his own educational and leadership experiences. He has made decisions from an executive level as the past managing partner of Saul Ewing Arnstein & Lehr's Philadelphia office and as a past executive partner. Fred has insight on the operations of non-profit organization through the positions he holds on national and regional boards for several non-profit organizations, including his service as chairman of the Philadelphia/Southern Jersey chapter of the American Jewish Committee. In handling matters for school districts, he draws on his knowledge from serving as a school teacher and administrator and earning a master's degree in educational administration.

His ability to navigate the complex issue his clients face in making real estate and construction deals is also reflected in the many legal industry accolades Fred has received, including his membership in the American College of Real Estate Lawyers and his inclusion as one of "America's Leading Lawyers in Real Estate" in Chambers USA for 11 consecutive years, most recently with a Band 1 ranking in Pennsylvania.

Experience

Hospital and health care projects

Fred advises hospitals and health care organizations who are planning real estate development projects on agreements involving architectural, general construction and construction management issues. He also helps negotiate the terms of these agreements.

A major health care network in the development and financing of its new hospital and a medical office building in suburban Philadelphia.
An urban health care system in connection with an expansion of its main campus and related development in its neighborhood footprint.
Education projects

Fred advises primary and secondary school districts, both public and private and urban and suburban, as well as institutions of higher education, on an array of real estate matters. His work includes counsel on property sales, development of new buildings and large campus projects that transform surrounding neighborhoods.

An urban school district in a wide range of matters including the sale of unused buildings and the acquisition of a new, consolidated administrative headquarters.
The Pennsylvania Academy of the Fine Arts (PAFA) in obtaining city ordinances, permits and approvals to convert a block-long section of Cherry Street in Philadelphia into an arts plaza serving as a campus connector for PAFA and a gateway from the city's nearby Convention Center to Philadelphia's museum and cultural district. This high-profile project is a centerpiece of efforts to transform North Broad Street into a cultural boulevard. The firm also negotiated the agreements for the design, construction and installation of the Paint Brush sculpture designed by Claes Oldenburg.
The Jewish Federation of Greater Philadelphia in connection with the acquisition of land for the development of a campus that includes a Jewish Day School, Hebrew Academy and the non-profit organization's operations, located in Byrn Mawr, Pennsylvania.
Economic development and urban redevelopment projects

Fred assists nonprofit organizations, public-private partnerships and quasi-governmental agencies in real estate projects designed to redevelop urban spaces and enhance communities.

A regional transportation authority in the development of an urban park along a former rail line in the center of the city.
A municipal authority in connection with the construction of a park on land leased from a major urban city government and designed to serve as a gateway to public transportation, a civic gathering space and an enhancement to a city landmark still in use for municipal government operations.
