Burcat discusses Pa.’s new oil and gas drilling laws in Law 360
Joel Burcat, a partner and chair of Saul Ewing’s Energy Extraction Practice, comments in an article in Law 360 on the Pennsylvania Supreme Court's recent decision to strike down parts of Act 13, which is landmark legislation to guide natural gas development in the state. The article explains that the Court invalidated a provision that limited whom oil and gas drillers must notify when a spill occurs.
"Clearly, the majority was bothered by the question of only giving notice to public well owners and not giving notice to private well owners," Joel said in the article. "I can't think of another instance where the court has urged the General Assembly to take action and has held off on its order for 180 days."
