Heylman quoted in story about fixing shipping industry’s labor problems
Paul Heylman was interviewed for this article highlighting the problems between labor and management in the shipping industry, and how they may be addressed. Some feel that the Railway Labor Act (RLA), which oversees railroad and airline workers, should also cover longshore labor so that disputes could be quickly resolved.
Paul cautioned, however, that the RLA is not perfect because the mechanisms it offers to prevent so-called “economic warfare” by workers “aren’t airtight.” Under the RLA, an impasse may be declared by either labor or management within a 10-day window, and in the majority of disputes, mediators are called in for help before those 10 days expire, Paul explained.
