The developer is working to finalize an agreement to secure the parking by using a lot owned by the state Department of Transportation. “We can’t pick up our zoning permit and building permit until we nail down that lot,” Forte said. “As soon as we get the clearances and documents from PennDot, that would be the final green light.”
