Saul Ewing Arnstein & Lehr LLP Partner James T. Rohlfing Testifies before the Illinois Senate Judiciary Committee
Saul Ewing Arnstein & Lehr LLP today announced that Partner James T. Rohlfing, a member of the Firm’s Construction Practice, will testify on behalf of the Illinois Mechanical & Specialty Contractor’s Association (IMSCA) and the construction industry before the Illinois Senate Judiciary Committee in support of his retention bill on March 13.
Mr. Rohlfing’s bill, SB 3052, amends the Contractor Prompt Payment Act to cap the retainage in a construction contract for a private project at 5 percent. SB 3052 intends to provide protection to contractors and ensure they receive their full retention payments in a timely manner, while also permitting owners to retain sufficient funds to protect against any problems at the end of the project. Further, it will encourage new developments in Illinois as a byproduct of easing contractors’ cash flow burdens.
The bill is sponsored by the IMSCA, of which Mr. Rohlfing is general counsel.
