Saul Ewing Arnstein & Lehr Partner Appointed Chief Counsel to the United States Department of Transportation Federal Motor Carrier Safety Administration

(Washington, DC, July 21, 2021) –  Earl Adams, Jr., co-chair of the firm’s Regulatory, Compliance and Government practice, and Managing Partner of the firm’s Washington, D.C. office, has been appointed by President Biden to serve as Chief Counsel to the Federal Motor Carrier Safety Administration ("FMCSA") at the U.S. Department of Transportation.

Mr. Adams will oversee the Office of Chief Counsel, which renders legal services and provides legal policy and direction to all FMCSA Headquarters and field offices. The staff provides legal representation and other services in connection with litigation and administrative proceedings involving FMCSA or its officials. They provide appropriate liaison and assistance to the Department of Justice and the DOT Office of the General Counsel on a variety of legal and policy matters. The Office of the Chief Counsel is responsible for the Agency's Ethics Program, which provides ethics training and counseling to all FMCSA staff.

Mr. Adams has been with the Firm for five years and has served in numerous leadership roles.  In his practice, he helps clients navigate complex government regulatory and administrative legal issues and regularly represents them before all branches of state and local government, including many federal agencies. He previously served as Chief of Staff to Maryland’s former Lieutenant Governor.

Mr. Adams earned his undergraduate degree from Morehouse College, his MPA from Harvard Kennedy School, and his J.D. from Boston College Law School.
