In this article, real estate attorneys Martin J. Doyle and Igor Pleskov address a bill passed by Philadelphia City Council ostensibly to curb the operation and location of methadone clinics in the city. The bill prohibits medical, dental and health practitioners in the Sixth and Tenth Councilmanic districts of Northeast Philadelphia. The controversial bill was passed after City Council overrode Mayor Michael Nutter’s veto. A similar bill has been introduced that would ban medical, dental and healthcare practitioners in the First District, as well.
