Joel R. Burcat, partner and chair of the Oil and Gas Practice, was one of five panelists for this discussion on how state and federal regulators will adapt to new laws governing oil and the advent of combining horizontal drilling technology with hydraulic fracturing. During the discussion, Mr. Burcat focused on state issues and why he, a practicing environmental lawyer for 32 years, thinks the proper place for the majority of regulation of natural gas development in the United States lies with the states.
