Saul Ewing Enhances its Public Finance, Real Estate and Corporate Practices in Maryland With Two Partners, Kimberly J. Min and Craig B. Heron

Baltimore, (AUGUST 18, 2025) – Saul Ewing LLP has added two award-winning attorneys, Partners Kimberly J. Min and Craig B. Heron, to its Baltimore office. Together, they bring to the firm a strong skill set in public finance, real estate, and corporate work that they use to support clients involved in transformational real estate projects and public-private partnerships.

Ms. Min is a regular panelist for the National Association of Bond Lawyers. She is recognized by both Chambers USA and The Best Lawyers in America for her work in Real Estate Law, and she is a fellow in the American College of Real Estate Lawyers. She is also on the Best Lawyers list for Corporate Law, while Mr. Heron was named a Rising Star in Government Finance by Maryland Super Lawyers in 2021 and 2022.

In her public-private partnership practice, Ms. Min guides clients in stacking various sources of capital, including tax credits for new markets, historic restoration, and brownfields redevelopment, into complex financing packages. Her experience includes projects incorporating public funding in private development deals and utilizing public land in joint real estate ventures with private entities. Her representations in these projects include local governments, public and private institutions of higher education, and large companies such as owners of continuing care retirement communities and those developing corporate headquarters. She also works with nonprofit organizations and land trusts to develop alternative programs for accessible housing.

In their public finance practice, Ms. Min and Mr. Heron represent:

  • Nonprofit and for-profit borrowers and bond issuers for acquisition and development financing; 
  • Government issuers for public projects including water and wastewater infrastructure and private activity use bonds;
  • Underwriters for public offerings and limited offerings; and 
  • Regional banks in credit enhancement and remarketing and direct purchases of bonds.

Ms. Min’s real estate work for public-private partnerships and private development includes both institutional and entrepreneurial transactions such as acquisitions, dispositions and financing. She also handles complex vertical and horizontal condominium regimes, ground leases, and reciprocal easement agreements as well as management agreements and leases connected to retail and commercial projects for national and local owners and tenants.

In addition to his public finance work, Mr. Heron represents non-profit and corporate clients who are seeking to borrow money to support their ongoing business goals. His work in this area includes preparing, negotiating and reviewing loan documentation. Mr. Heron also regularly serves as Maryland local counsel by providing legal opinions in connection with corporate and/or real estate transactions.

Ms. Min has a J.D. from Columbia University School of Law and a B.A. from Salisbury University. Mr. Heron has a J.D. from the University of Baltimore School of Law and a B.S. from the College of Charleston.
