ATLANTA -- September 15, 2026 — Saul Ewing LLP announced today its expansion into the Atlanta market, marking a strategic step in the firm’s continued growth and strengthening its ability to serve clients across the Southeast.
The launch builds on Saul Ewing's existing work in Georgia, where the firm has handled more than 400 client matters since 2020 for Georgia-based clients and clients with operations in the state. The Atlanta office will allow the firm to build closer relationships with existing clients while expanding its presence in industries and practices where it already has deep experience, including real estate, higher education, energy and utilities, food and beverage, financial services, sports and entertainment, intellectual property, litigation, corporate and labor and employment.

The Atlanta expansion will initially include the following partners:
- G. Scott Rafshoon joins from the Atlanta office of Squire Patton Boggs. His project finance practice focuses on public-private partnerships (P3s) at the local, state and federal levels. For more than two decades, Scott has specialized in helping clients navigate the complexities of P3 military housing projects.
- Peter N. Hall joins from the Atlanta office of Holland & Knight. He has a national litigation practice handling bet-the-company lawsuits and class actions and has a particular focus on labor and employment litigation.
- Rebecca Davis joins from the Atlanta office of Arnall Golden Gregory LLP. She focuses her practice on environmental law; public finance and economic development; and complex litigation. Rebecca represents clients in connection with environmental compliance and counseling, litigation, enforcement, and due diligence and remediation matters.
- Patrick S. Tracey is a Boston-based Saul Ewing attorney who has relocated to Atlanta and will be resident in this office. He represents clients in the consumer financial services industry in litigation and regulatory matters.
- Steven C. Reingold is a Saul Ewing attorney based in Atlanta and will serve as the Office Managing Partner, guiding the office during its launch period as the firm continues building out its local presence. He is a litigator who represents companies and their owners, executives, directors, and officers in complex disputes involving a wide variety of different industries.

The Atlanta launch reflects Saul Ewing's broader growth strategy and its continued focus on expanding in key financial and business centers through top local talent with trusted relationships and market knowledge. In 2023, the firm entered the West Coast through its merger with Freeman Freeman & Smiley, establishing offices in Los Angeles and Orange County. The firm expanded into the Midwest in 2019 by adding a major group of partners in Minneapolis. That followed Saul Ewing's 2017 entry into Chicago and Florida through its merger with Arnstein & Lehr, which gave the firm strong roots in the Chicago market and a significant South Florida presence with offices in Miami, Fort Lauderdale and West Palm Beach.
