Overview

Delene Lantz is an experienced attorney who advises clients on and litigates decisions by regulatory agencies throughout the bureaucratic process and on appeal before trial and appellate courts. Prior to joining Saul Ewing, Delene spent more than a decade working in legal roles for the Commonwealth of Pennsylvania, helping her to develop an understanding of the nuances of interacting with government agencies and navigating bureaucratic obstacles. She also represented these agencies in litigation, including before the Commonwealth Court and Supreme Court of Pennsylvania.


In her private practice, Delene handles disputes across the country ranging from an energy company challenging state environmental regulators to a medical transportation company seeking to renew its bid for a government contract under state procurement laws. Insurers look to her for advice on how state regulations, including those involving rates, customer privacy and customer relations, apply to their business, as well as how to approach sensitive personnel issues connected with the handling of personal health information (PHI). She also has experience litigating coverage disputes. However, Delene’s regulatory and appellate work spans a wide variety of business interests, including but not limited to medical marijuana, vaping, rental cars and notary services.

Delene also draws on her past experience serving as general counsel for the Office of Open Records and deputy general counsel to former Pennsylvania Governor Tom Corbett to handle disputes involving the Pennsylvania Right-to-Know Law. This includes matters before the Pennsylvania Office of Open Records, the courts of common pleas, the Pennsylvania Commonwealth Court and the Pennsylvania Supreme Court. She also advises companies who must submit confidential information to the government to seek permits or licenses on how protect this information in responses to Right-to-Know Law requests. 


Delene’s administrative law and litigation experience in the Pennsylvania courts in particular has helped her to develop contacts in a wide range of Commonwealth agencies as well as in local agencies across the state, including both Philadelphia and Pittsburgh authorities, as well as the Pennsylvania State Association of Township Solicitors and the Pennsylvania Newspaper Association. These resources help Delene to stay current on recent court opinions and the development of new regulations. Delene shares this knowledge through CLE training sessions for clients who serve as in-house counsel to their businesses and organizations.
