Overview

Richard Hayden helps clients involved in major development projects navigate the complex legal landscape they face in securing government approvals. A sampling of the marquee projects he has worked on include repurposing a major urban retail mall stretching over four blocks, state and local approvals for a new casino and hotel project, and implementation of master plan rights for a sports stadium district.

Richard's experience includes:

  • helping developers and other key players seek zoning and other land use approvals;
  • coordinating  with environmental consultants to identify regulatory hurdles and advise on plans to ensure compliance; and
  • interacting with government agencies to identify public subsidies to bridge the gap on financing.

Richard's understanding of how to work through these overlapping issues with parties who sometimes have competing interests is informed by his past service in government. Richard was a member of the Pennsylvania House of Representatives, where he held seats on the Energy and Environment, Judiciary and Insurance Committees. Among his significant legislative achievements, he was the primary House sponsor and negotiator of major environmental legislation, including the Hazardous Sites Clean Up Act, Act 101, and the Pennsylvania Clean Air Act implementation amendments.

Richard also advises clients on public financing sources in development projects. As a former board member of Community Bank, he is knowledgeable about what makes projects strong candidates for community investment dollars and the legal issues that arise in securing financing.

Beyond his legal practice, Richard is one of three principals of State Street Advisors, LLC, an independent government relations firm not affiliated with Saul Ewing. State Street Advisors provides non-legal consulting including government relations, lobbying services and business solutions to clients in a variety of industries.
