California’s Plastic Packaging EPR Law is Now in Effect

California’s plastic packaging regulations (SB 54) are now approved, as of May 1, 2026, starting the extended producer responsibility (EPR) compliance clock for businesses. The regulations establish California’s EPR framework for plastic packaging. The regulations establish compliance requirements for businesses who utilize plastic packaging, obligating businesses to identify source reduction targets, meet recyclability and compostability standards, and satisfy reporting obligations. With the regulations now finalized, June 1, 2026 is the deadline for businesses to achieve compliance. 

What You Need to Know:

  • On May 1, 2026, California’s Office of Administrative Law, formally approved the permanent regulations for the Plastic Pollution Prevention and Packaging Producer Responsibility Act, or Senate Bill 54 (SB54).
  • Also, on, May 1, 2026, California’s selected Producer Responsibility Organization (PRO) for SB54, the Circular Action Alliance (CAA), published its first version of “California Illustrative Fees” for compliance with SB54.
  • Looking forward, June 1, 2026, is now the deadline for independent producers to register with CAA to demonstrate compliance with SB54.
