Pamela Goodwin, Environmental Practice Co-Chair at Saul Ewing, to Speak at the ABA's 54th Spring Conference on Environmental Law

Pamela Goodwin will be a panelist at the ABA's 54th Spring Conference on Environmental Law on March 28, 2025, in Philadelphia. The topic that Pamela and her co-panelists will be discussing is "Cooperative Federalism or: How I Learned to Stop Worrying and Love the  Bureaucracy —Water Regulation, Restoration, and Protection in the Mid-Atlantic."

The Potomac, Susquehanna, and Delaware River Basins collectively cross seven states and the nation’s capital and drain into the Chesapeake and Delaware Bays. These three basins serve as the primary drinking water source for approximately 25 million people, or about 7% of the U.S. population. This panel will explore the law governing water quality, quantity, and rights in these mid-Atlantic river basins, including formative TMDL and related litigation as well as the regulatory schemes involving unique federal-interstate compact commissions. In discussing the impact of agriculture, increasing stormwater runoff, and climate change on the water resources of these basins, attendees will learn about these systems of cooperative federalism and how federal-interstate agencies provide additional forums for stakeholders and advocacy communities to participate in the process of governance.
