Experienced Energy and Public Utilities Attorney Carville B. Collins Joins Saul Ewing’s Baltimore Office

BALTIMORE, (JUNE 12, 2024) – In joining Saul Ewing as a new partner, Carville B. Collins brings the firm’s clients more than 30 years of experience representing energy, water and other regulated businesses seeking a wide array of approvals from Maryland regulators. His practice also includes work in public law, ethics and legislation. He is resident in Saul Ewing’s Baltimore office.

Clients – including gas, electric and other utilities as well as renewable energy companies – rely on Mr. Collins to represent them before the Public Service Commission of Maryland in requests for rate and tariff revisions, merger and acquisition approvals, and renewable energy facility certifications, credits and subsidies. He also assists with rights-of-way disputes, regulated utility CPCNs and other registrations and certifications, and franchise rights and fee adjustments. In addition, Mr. Collins handles appeals of Commission decisions in both trial and appellate courts.

Mr. Collins is also a registered Maryland lobbyist who represents clients in legislative and governmental matters before the Maryland General Assembly and state government. He also draws on this deep knowledge of government to advise businesses and trade associations who interact with federal, state and local governments on campaign finance, election law and public ethics law.

Mr. Collins’ work in public law also includes serving as legal counsel to political candidates at all levels of government and for both major parties.

Mr. Collins earned his J.D. from University of Maryland Francis King Carey School of Law. He also has an A.B. from Duke University.
