Carville Collins has more than 30 years of experience representing energy, water, telecommunications, transportation, and other regulated businesses before the Public Service Commission of Maryland. These clients – including gas, electric and other utilities as well as renewable energy companies – rely on him to represent them in:

  • Rate and tariff revisions 
  • Merger and acquisition approvals
  • Renewable energy facility certifications, credits and subsidies
  • Resolution of rights-of-way disputes
  • Regulated utility CPCNs and other registrations and certifications 
  • Franchise rights and fee adjustments

When Commission Orders do not align with the business objectives of these clients, Carville also handles trial and appellate court appeals.

Before entering private practice, Carville represented Baltimore Gas & Electric Company and the electric utility industry (Edison Electric Institute) before the Maryland General Assembly, Maryland state agencies, and the U.S. Congress as a state and federal lobbyist. Now, Carville represents many of the same clients from his regulatory work on legislative and governmental matters before the Maryland General Assembly and state government. Real estate developers, manufacturers, state and local government contractors, and technology companies also rely on him for this service. In addition, he represents the Maryland Employers for Civil Justice Reform Coalition (comprised of the largest employers and health care systems in Maryland) on state legislation affecting civil and tort liability.

Carville also draws on this deep knowledge of government to advise businesses and trade associations who interact with federal, state and local governments on:

  • Political action committee (PAC) administration and compliance

Carville serves as legal counsel to political candidates at all levels of government and for both major parties. He also advises political candidates and ballot issue committees on various public law and local petition issues in Maryland involving political candidacy, charter amendments and referenda.
