Jim Keller defends colleges and universities nationwide and advises them on critical issues of compliance, policy, and liability. Jim provides compliance advice, conducts internal investigations, and responds to federal, regulatory, and/or state enforcement and compliance investigations, across a wide swath of substantive areas, including: the Clery Act, Title IV, Title VI, Title IX, the ADA/Section 504, minors on campus, historic sexual misconduct, NCAA and conference rules and regulations, NIH/HHS requirements, the False Claims Act, and many other federal and state statutes and regulations. Jim also handles investigations involving national origin discrimination, religious discrimination, transgender discrimination, “DEI,” athletic team coaching behavior, free speech, bullying, hazing, sexual assault, study abroad, and alcohol abuse and use on campus. Jim regularly defends institutions of higher education in litigation related to all of the above topics as well as student conduct and discipline, suicide and mental health, academic misconduct, tenure denials, research misconduct, board governance, employment discrimination, athletics compliance, admissions challenges, clinical/practicum issues, and many more.
Jim serves as general counsel to several colleges and universities that do not have inside counsel. He also regularly provides training, drafts policies, and advises senior administrators and board members for higher education clients.
Jim has been named a "Local Litigation Star" in Pennsylvania by Benchmark Litigation annually since 2015.
