Overview

Matt Reinhart is a seasoned litigator and advisor to institutions of higher education on a wide range of matters, from institutional compliance and employment law to collegiate athletics and student conduct issues. Matt brings insight from his former roles as deputy general counsel for a state university and assistant attorney general for the Higher Education Division in the Maryland Office of the Attorney General to his practice. His experience includes representing colleges and universities in litigation before state and federal courts, as well as administrative agencies. Matt also advises clients on cybersecurity, ethics and privacy issues, and compliance with numerous federal and state laws, including the First Amendment, ADA, Title IX, Clery Act, Title VI, Title VII, FERPA and HIPAA.

In addition to his higher education practice, Matt represents business clients in complex commercial litigation in state and federal courts. He has particular experience with matters for clients in the pharmaceutical and medical device industries, including federal multidistrict litigation.

Matt’s understanding of the complexity of government regulations and how to navigate them and marshal an investigative team is also informed by his prior work as a senior analyst for the U.S. Government Accountability Office. This role included managing a team of analysts who provided audit and investigative services for the U.S. Congress and researching statutory, regulatory and policy requirements to develop compliance criteria.
