Pam assists utility companies on matters ranging from routine regulatory filings to complex rates cases based in part on her past experience serving as regulatory counsel for Delmarva Power & Light Company in Delaware and Atlantic City Electric Company in New Jersey. She has litigated base rate cases in Delaware and represented utility industry clients in various types of applications before the Delaware Public Service Commission as well as contractual matters pertaining to Power Purchase Agreements, Gas Service Agreements, Renewable Energy Agreements, Interconnection Agreements, Government Aggregation Programs and real estate related transactions.

Real Estate and Land Use

Pam represents large and small businesses in commercial real estate transactions and in complex land matters through appearances before Delaware's various governmental boards and agencies that review development projects. Her experience also includes securing traffic waivers, obtaining approvals for major subdivision and land development plans, obtaining rezoning approvals, obtaining variances, working with historic properties and securing land use approvals for new cellular telephone sites. She also offers regulatory compliance advice and handles matters involving government relations including the drafting of legislation. Pam has represented the following:

  • A real estate developer in securing regulatory approvals for one of the largest residential and commercial projects located in southern New Castle County, involving in excess of 1300 dwelling units and 500,000 square feet of commercial space.
  • A Fortune 500 company in obtaining government approvals for the establishment of a 2 million square foot world headquarters in Delaware.
  • Two major hospitals in Delaware in obtaining government approvals for major expansions, including a traffic waiver.
  • A nationwide wireless cell phone provider in obtaining approvals for cellular sites throughout the State of Delaware.
  • A university in acquiring the real estate assets of another university as party of a merger transaction.
  • A state-created corporation in the development and preservation of a former military installation.
  • A gas utility in obtaining approvals through New Castle County and the State of Delaware for a new plant.
  • A gas utility in obtaining approvals to rebuild a regulator station in the City of Wilmington.
  • A utility company in base rate cases before the Delaware Public Service Commission.
  • A utility company in obtaining approval through the Delaware Public Service Commission for a merger transaction.
