Overview

Kimberly Min provides sophisticated legal counsel to clients utilizing public financing and public-private partnerships (P3s) in real estate projects that drive community and economic development. Drawing on more than 20 years of experience in real estate and public finance law, Kimberly guides clients in stacking various sources of capital, including tax credits for new markets, historic restoration and brownfields redevelopment, into complex financing packages. Clients she works with aim to include public funding in private development deals, utilize public land in joint real estate ventures with private entities, or use development agreements and other types of integrated approaches to innovative development. Her representations in these projects include local governments, public institutions of higher education, and large companies such as developers of continuing care retirement communities. She also works with nonprofit organizations and land trusts to develop alternative programs for accessible housing.

In her public finance practice, Kimberly represents:

  • Nonprofit and for-profit borrowers and bond issuers for acquisition and development financing;
  • Government issuers for public projects including water and wastewater infrastructure and private activity use bonds;
  • Underwriters for public offerings and limited offerings; and
  • Regional banks in credit enhancement and remarketing and direct purchases of bonds.

Kimberly’s real estate work includes both institutional and entrepreneurial transactions such as acquisitions, dispositions and financing. She also handles complex vertical and horizontal condominium regimes and reciprocal easement agreements as well as management agreements and leases connected to retail and commercial projects for national and local owners and tenants.

Kimberly’s pro bono work reflects her interest in uplifting communities in Baltimore and across Maryland. She has represented nonprofits utilizing state and federal historic tax credits for the rehabilitation of Baltimore City-owned national historic landmarks, a joint venture of charitable stakeholders in the development of a Baltimore City contract school, and a community organization in the development and construction of a Baltimore City-owned children's park in the Mt. Vernon historic neighborhood.
