Lois Hagarty represents a range of clients in public policy matters with an emphasis on real estate project development and health care. She advises clients on public/private partnerships and public sector financing, and often serves as a conduit between developers and government entities.
Lois' clients have included several real estate development companies focused on the revitalization of former industrial sites and urban communities, a publicly traded real estate investment trust, a municipality, and health related entities.
In addition to her legal practice, Lois is one of the three principals of State Street Advisors, an independent company not affiliated with Saul Ewing that provides non-legal consulting, such as government relations, lobbying and business solutions to clients in numerous industries.

Prior to joining Saul Ewing, Lois was a partner with another Philadelphia law firm and served as associate vice president for government relations at Temple University. She also was a state representative in the Pennsylvania House of Representatives for 12 years. In this capacity, Lois provided leadership on regional economic development initiatives and authored laws that addressed issues ranging from domestic violence and child support enforcement to laws of evidence and fine arts. She is a former First Assistant District Attorney for Montgomery County, Pennsylvania.
