Her land use and zoning work spans the life cycle of development — from due diligence and entitlement strategy to community engagement, legislative advocacy, identification and pursuit of economic development incentives, and presentation of projects for final approvals. She represents clients in advancing zoning map and text amendments, development plan approvals, conditional uses, variances, and Payment in Lieu of Taxes (PILOT) agreements, as well as other local and state approvals essential to advancing major projects.
Mandee’s practice has a strong focus in both Howard and Anne Arundel counties in Maryland, where she helps clients navigate each jurisdiction’s intricate land use and zoning framework. Drawing on her substantial government experience, she anticipates challenges and works to build consensus with staff, elected officials, and community stakeholders.

Before joining Saul Ewing, Mandee served in county, state, and federal government — most recently as regional director for U.S. Senator Chris Van Hollen of Maryland, where she coordinated with local governments and economic development agencies across Central Maryland. Earlier in her career, she served as chief of staff to the chair of the Baltimore County Council during the 2016 Comprehensive Zoning Map Process (CZMP), and as chief of staff to Sen. Shelly Hettleman in the Maryland House of Delegates.
Mandee’s first-hand knowledge of government operations and decision-making processes supports her ability to help clients navigate both the technical and political aspects of land use approvals. She takes a collaborative, detail-oriented approach to her work and focuses on aligning project goals with regulatory requirements and community priorities. Above all, Mandee is a problem-solver — creative, pragmatic, and persistent in finding a path to “yes,” even in complex regulatory environments.
