Stephen has focused his career on handling rate cases in numerous industries including electric, natural gas, water, wastewater, solid waste, resource recovery, landfill and transportation. He has been involved in base rate matters as well as in alternate recovery mechanisms involving various expense, expedited, phased, and rate base related asset recovery proceedings. He has also handled innovative CWIP proceedings and DSIC proceedings involving various rate-setting mechanisms dealing with recovery of investments in base rate assets.
Stephen had represented three of the four largest water companies in New Jersey with their rate cases since the mid-1980s.
Corporate Matters Requiring Regulatory Approval
Stephen has advised and represented utility and utility holding companies regarding change of control proceedings and other structural and institutional matters. He also counsels on the drafting of procedures and formal and informal regulations, management audits, focused audits, accounting rules, and many other aspects of utility regulation. One of his recent significant matters was the representation of Suez in regulatory proceedings connected to its combination with Veolia North America in numerous states.
